ProtectionOf Minors

The strictest part of the RSTP, and for good reason. One baseline rule, and a short list of narrow, specific exceptions — nothing else gets a player under 18 across a border.

Permitted Or Blocked?

Call each scenario. The baseline rule below applies unless one of exactly five recognized exceptions clearly fits.

18+

Baseline rule (Art. 19.1): international transfers of players are only permitted once they're over the age of 18. Five exceptions exist under Article 19.2 — nothing else works as a workaround.

The five exceptions in full: (a) non-football parental relocation, (b) age 16–18 within the EU/EEA or same country with welfare obligations, (c) the 50km border rule, (d) refugee/humanitarian protection, (e) a temporary academic exchange to an amateur club, capped at one year.
