Precision note: solidarity's actual trigger is a transfer during the course of a contract [Annexe 5, Art. 1.1] — not literally "a fee was paid." In practice these almost always coincide, since a mid-contract move nearly always involves compensation to the selling club, but the legal condition is contract timing, not fee existence.
