Who Answers To Whom
Three positions on the board. Tap each one to see the role — you'll see these names constantly once you're inside the regulations.
- All 211 member associations — one vote each (Art. 26)
- The only body that can amend the Statutes, admit or expel a member (Art. 10), or designate the World Cup host (Art. 61)
- Meets annually, plus extraordinary sessions when needed (Art. 25)
- The President chairs Congress — but does not get a vote here (Art. 35)
- Strategic direction and oversight between Congress sessions (Art. 24, 34)
- Issues the Procedural Rules that govern the Football Tribunal below it (Art. 48.2)
- The President chairs it and holds one ordinary vote here — unlike at Congress (Art. 35)
- Members are elected under Article 33 for four-year terms, capped at three terms whether consecutive or not (Art. 33.3)
- Where football-related disputes and regulatory applications are actually decided (Art. 48.1)
- Operates under the Procedural Rules issued by the Council (Art. 48.2)
- May pronounce sanctions under the Statutes and Disciplinary Code — enforcement runs through footballing sanctions, not automatic access to local courts (Art. 48.3)
Chairs The Match. Doesn't Always Play In It.
The single most-tested distinction in this module. Show both cards — the ruling isn't symmetrical, and the exam knows most people assume it is.
Where Does This Get Filed?
Pick the body that handles each case. This is exactly the reasoning Player Status & Transfers will ask of you — just without the regulation text yet.
